What the number means
This is an audit-derived prototype readiness score, not a percentage of total development hours. A system can have extensive design work and still score modestly when it has not reached player input, runtime integration, or current-scene proof.

Readiness bands

0-39Early implementation: contracts, data, or isolated foundations lead.
